Solar Photovoltaic and Battery Storage Systems

Solarize St. John requests information from solar photovoltaic (PV) Contractors (“Respondent(s”)) to participate in a Solarize campaign for St. John, USVI (“St. John”).

The primary objective of Solarize St. John is to spur community-wide interest in solar energy and battery storage systems and to increase the total capacity of solar installations. The program is also intended to reduce the average cost of solar PV installations through bulk purchasing, economies of scale, and reduction of customer acquisition and travel expenses.

 


 

Introduction and Background

Solarize is a national movement that started in Portland, Oregon, in 2009 designed to remove barriers to solar adoption and reduce the cost of solar PV systems for behind the meter applications. By vetting contractors, materials, and pricing ahead of time, Solarize programs make solar PV and battery storage systems more accessible. Then by aggregating demand and purchasing in bulk, Solarize programs make solar PV and battery storage systems more affordable.

Solarize St. John is a community-based solar PV and battery storage bulk purchasing program designed to make solar PV and battery storage systems more accessible and affordable for the residents of St. John. Campaign Goals:

  • Lower the cost of solar PV and battery storage systems through the power of bulk purchasing, reducing customer acquisition costs and transfer those savings to the residents of St. John;
  • Encourage the adoption of solar-friendly policies in St. John;
  • Educate consumers and cultivate a sense of community participation and ownership in the solar energy market; and
  • Substantially increase the number of solar installations in St. John in a way that can be sustained beyond the timeframe of the Solarize St. John campaign.

 


 

Important Notes to Respondents:

  • Solarize St. John is a community-based inclusive cooperative program rather than a winner takes all competitive bid.
  • Each Respondent shall carefully examine this RFI and any and all amendments, revisions, and other data and materials provided with respect to this RFI process. Respondent should familiarize themselves with all requirements prior to submitting their quotation.
  • Should a Respondent note any discrepancies, require clarifications or wish to request interpretations of any kind, the Respondent may send a written request by email to admin@solarizeSTJ.com. Solarize St. John will respond to such written requests in kind and disseminate such written responses to other prospective Respondents.
  • Responses must be received no later than 5:00PM ___________________.
  • Responses received after the aforementioned date and time may not be considered in Solarize St. John’s sole discretion.
  • Responses must be submitted in electronic form only through the Solar Crowdsource platform hosing the Solarize St. John campaign.

 


Confidentiality Statement: Request for Information documents are not considered to be a matter of public record. Solarize St. John will keep information confidential if the proposer marks the subject information as confidential, provided that the matters are withheld from the public are in such a manner as to leave no discretion on the issue.

Solarize St. John reserves the right to accept or reject any or all Quotations received, intervene and remove Respondent and/or partnering firm, negotiate with all qualified respondents, cancel or modify the RFQ in part or in its entirety, or change the application guidelines, when it is in the best interests of the community.
